針對TaiwanPlus美選新聞爭議 公視董事會決議
【台北訊】公視今(11/15)舉行董事會,會中針對TaiwanPlus報導美國總統大選的爭議新聞進行討論,並參考節目及新聞自律委員會的討論意見,同意TaiwanPlus所提出的四項改進措施,並決議邀請本會國際傳播諮詢委員會三位相關委員組成專案小組,針對TaiwanPlus的新聞審核機制及同仁工作分配等組織管理事項進行瞭解,並協助提出改善方案。
 TaiwanPlus執行長余佳璋自請處分,以示負責。董事會認同經管團隊併合其他管理疏失予以記過處分,並期許余執行長以茲惕勵,努力帶領團隊同仁向前邁進、向上精進。
 公視董事會聽取TaiwanPlus的檢討報告。TaiwanPlus說明該則新聞暫時下架的時間序。暫時下架是基於該則新聞內容未符合公共媒體精神與報導分際,11月8日暫時下架並於修改內容後重新上架官網。近日外界混淆時序,對公視多有誤解,應正視聽:下架是TaiwanPlus編輯室討論的結果,並非文化部指示。
 董事會就TaiwanPlus爭議新聞討論熱烈,長達兩個小時,多數發言董事認為,該則爭議新聞確有失當之處,並作成以下各點決議:
1、此項爭議新聞雖屬個別新聞疏失,不應否定以往的努力成果,惟因涉及重大新聞事件的報導,且相關爭議廣泛傳播,對TaiwanPlus及公視基金會聲譽造成影響,仍應有所懲處以示負責,並進行組織管理的深度檢視,尋求改進。
2、TaiwanPlus檢討報告所列各項改進措施,包括強化教育訓練、研擬國際新聞製播準則、打造友善合作的國際工作團隊,以及積極正向社會對話等各點方向正確,應認真貫徹執行,以強化組織體質,提升新聞品質。
3、TaiwanPlus為國內首創的國際英語平台,經驗與環境條件皆為匱乏,營運自屬不易。余執行長就近期新聞處理疏失自請處分,以示負責。董事會一致認同管理團隊予以記過處分,並期許執行長以茲惕勵,努力帶領團隊同仁向前邁進、向上精進。
4、檢視處理爭議新聞的對外回應過程,特別是下架處置的說明,確有不夠即時或充分的問題,應予檢討。關於TaiwanPlus爭議新聞的處理過程及檢討報告應即向社會做完整公開,以維本會透明原則,並示負責。
5、針對TaiwanPlus的新聞審核機制及同仁工作分配等組織管理事項,邀請本會國際傳播諮詢委員會三位相關委員組成專案小組進行瞭解,並協助提出改善方案。
6、請經管團隊評估舉辦座談、論壇或其他適當方式,就此事件進一步與社會進行對話,作為未來新聞作業與處理類似問題的參考。
 面對此次報導爭議及外界關切,公視基金會虛心檢討改進,TaiwanPlus已針對此案例討論,檢視採訪規劃作業與既有之新聞準則與核稿程序,強化新聞內容與公正性;並強化教育訓練,研擬國際新聞製播準則,打造友善合作的國際工作團隊,積極正向社會對話。

Regarding the TaiwanPlus U.S. Election News Controversy: Decision by the PTS Board of Directors

Public Television Service (PTS) held a board meeting today, November 15, to address controversy over TaiwanPlus' coverage of the U.S. presidential election. After reviewing TaiwanPlus' report on the incident and the input from the expert-and-scholar-based Committee for News and Program Self-Regulation, the board approved four improvement measures proposed by TaiwanPlus.

The Board also resolved to invite three members of the International Communications Advisory Committee to form a task force. The task force will evaluate TaiwanPlus' organizational management regarding news review mechanisms and staff work allocation, and provide recommendations for improvements.

TaiwanPlus CEO Michael Yu has accepted full responsibility for the incident and has voluntarily asked for disciplinary action. The PTS Board of Directors agreed with the PTS President's decision to issue a formal demerit for this and other administrative oversights. The Board expressed its expectation that CEO Yu will use this as an opportunity to lead the TaiwanPlus organization to improve.

The PTS Board reviewed TaiwanPlus' report on the incident, which included a timeline explaining the temporary removal of the news story. The decision to take down the story on November 8 was based on its content not aligning with the principles of public media and appropriate journalistic standards. After revisions, the story was reuploaded to the website.

In response to public misunderstanding about the timeline of events, PTS clarified that the decision to remove the story was made by the TaiwanPlus editorial team and was not at the direction of the Ministry of Culture.

The Board held a detailed discussion lasting two hours about the controversial TaiwanPlus news report, reaching a consensus that the report contained parts that were inappropriate and outlining the following conclusions:

• The news report in question was an isolated incident and should not overshadow the efforts and achievements of the TaiwanPlus team. However, because it involved the reporting of a significant news event and sparked widespread controversy that has affected the reputations of both TaiwanPlus and the Public Television Service Foundation, appropriate disciplinary action is necessary in order to demonstrate accountability. Additionally, an in-depth review of organizational management should be conducted to identify areas for improvement.

• The improvement measures outlined in TaiwanPlus' review report—including enhancing training programs, updating guidelines for international news production, fostering a collaborative and inclusive international team, and actively engaging in constructive dialogue with society—are on the right track. These measures should be fully implemented to strengthen the organization and improve the quality of its news content.

• As Taiwan’s first international English-language media platform, TaiwanPlus operates under uniquely challenging conditions with limited experience, making its operations inherently difficult. CEO Yu has voluntarily requested disciplinary action to take responsibility for recent issues in handling the news. The Board unanimously agreed with the PTS President's decision to issue a demerit, expressing their hope that CEO Yu will use this as an opportunity for growth as he continues to lead the team forward.

• Upon reviewing the response to the controversy surrounding the news report, it was found that the explanations for the temporary removal of the report were neither timely nor adequate. To uphold transparency and demonstrate accountability, the handling process and review report related to the TaiwanPlus news controversy should be fully disclosed to the public.

• To address organizational management issues related to TaiwanPlus' news review mechanisms and staff work allocation, three members of the PTS International Communications Advisory Committee will be invited to form a task force. This team will conduct an in-depth assessment and assist in proposing plans for improvement.

• The management team has been asked to evaluate the possibility of organizing discussions, forums or other appropriate events to engage in further dialogue with society regarding this incident. The insights gained from these interactions should serve as a reference for future news operations and the handling of similar issues.

In response to public concern and controversy surrounding this report, the PTS Foundation has conducted a full review and is committed to improving. TaiwanPlus has used this case as an opportunity to reassess its editorial planning processes, news guidelines and review procedures to enhance the quality and impartiality of its content. Moving forward, TaiwanPlus will focus on strengthening training programs, updating international news production guidelines, fostering a collaborative and inclusive international team and actively engaging in constructive dialogue with society.
